Superintendent Responsibilities
Vision:
In partnership with the school governance, internal and external customers of the school district, the Superintendent will lead a process, to create a vision, mission statement and belief statement for the district.
The vision will serve as a framework for the development of district-wide student learning goals as well as strategic and long-range plans for meeting the goals.
The Mission and Belief Statement form the basis for overall direction of the district and its schools in order to bring the realities of daily interactions throughout the educational community in line with the ideals expressed in the belief statement.
Standards:
In conjunction with the staff of the district and each school, the Superintendent will establish and manage systems and processes to define what every student should know and be able to do.
Assessment:
In partnership with the school committee, the superintendent implements and manages systems and processes to establish and assess achievement of learning goals, academic content proficiency and performance standards for all students on a district wide, school level, classroom and individual basis.
Accountability:
In partnership with the school committee, the superintendent implements, manages and evaluates systems and processes to collect, analyze and communicate data and information to insure that the vision, mission statement and belief statement for the district and supporting goals and objectives have been implemented so that the achievement of both students and professionals within the school district are improving.
The superintendent implements and manages a system to provide incentives for progress and consequences for failure for all constituencies of the district.
Alignment:
Within the context of the district’s vision, mission, beliefs and goals, the Superintendent will develop, supervise and align systems and processes that establish instructional priorities and maintain focus on these priorities at the district and school levels.
The Superintendent develops and implements an annual budget that organizes district resources in support of student learning goals, academic content and performance standards and insures that school facilities meet health safety and educational requirements.
The Superintendent is responsible for implementing, supervising and evaluating a technology system to collect and manage student data in support of the educational program and to provide students with the technology necessary to support education in today’s world.
Climate:
The Superintendent is responsible for implementing, supervising and assessing systems and processes that develop and recognize high expectations and teamwork on the part of all constituencies of the school community.
Collaboration:
The Superintendent is responsible for establishing and managing processes that provide for engagement, development and partnership with all aspects of the community in support of high achievement and performance of all children.
Continuous Improvement:
In conjunction with the staff of the district and each school, the Superintendent will establish and manage systems and processes to define instructional objectives, design the curriculum, develop improvement plans and engage in professional development, using student performance data as the basis for decision making.
In conjunction with the staff of the district and each school, the Superintendent will establish and manage systems and processes to insure that students in need of remedial or special educational services are provided with the support necessary to be successful and meet district learning goals, academic content proficiency and performance standards.
Curriculum Improvement:
The Superintendent is responsible for implementing and supervising a curriculum improvement process that reviews and renews the entire curriculum of the district. This process insures that each curriculum area is assessed, goals and objectives are established, materials are selected, techniques and strategies are developed, professional development is provided, materials are implemented, and the curriculum area is evaluated.
The Superintendent is responsible for implementing and supervisory an instructional improvement process, supervision of instruction supported by a mentoring process, a teacher evaluation program that emphasizes continuous improvement. The instruction improvement process will have a professional development component at the district and school levels.
Technology
The Superintendent is responsible for establishing and supervising systems and processes for insuring that viable technology systems utilize a variety of professionals and programs to support the instructional programs in providing necessary tools and information to students, teachers, parents and classrooms to support academic success, continuous improvement and technological literacy.
Special Education and Support Services
The Superintendent is responsible for establishing and managing processes that provide support services and special education processes that utilize a variety of professionals and programs to support the instructional programs in providing necessary services to individual students to insure academic and social success and continuous improvement.
Parent Engagement
The Superintendent is responsible for establishing and managing processes that provide for a continuum of parent engagement and development so that all parent develop the capacity to support high achievement for all children.
Personnel:
The Superintendent is responsible for hiring, evaluating and, if necessary, dismissing central office staff in collaboration with the school committee.
The Superintendent is responsible for hiring, evaluating and, if necessary, dismissing principals in collaboration with the staff and parents of the school and the school committee.
The Superintendent is responsible for establishing and supervising systems and processes for hiring, evaluating and, if necessary, dismissing professional and non-certified staff, in collaboration with the school community.
The Superintendent is responsible for establishing and managing systems and processes for the recruitment, induction, retention and development of principals and teachers in order to support and insure the successful achievement of all students.
The Superintendent is responsible for the establishment and supervision of systems and processes for ensuring productive relationships with employee labor organizations and for presenting contracts to the school committee for approval.
The Superintendent is responsible for establishing and managing systems and processes to insure equal employment opportunity and prevent discrimination in the employment process of the school district.
Salary and Benefits
The Superintendent is responsible for recommending, managing and evaluating a system of compensation for all employees that includes provision of benefits related to employment.
Finance:
The Superintendent is responsible for implementing, managing and evaluating systems and processes for productive operation of the budgetary development and implementation and financial integrity of the school department in accordance with state law and local ordinance.
Logistics
The Superintendent is responsible for the establishment and supervision of systems and processes to insure that facilities and equipment of the schools are safe, secure and well maintained.
Transportation:
The Superintendent is responsible for establishing and supervising systems and processes for insuring that a viable transportation program is operating for the students of the district.
School Lunch:
The Superintendent is responsible for establishing and supervising systems and processes for insuring that a viable school breakfast and lunch program is operating for the students of the district.
Executive Function:
The Superintendent is responsible for establishing and supervising systems and processes for insuring that adequate policies are developed, adequate records retained, and adequate procedures are in place to meet the legal requirements for operation of a school system.
Organizational Development
The Superintendent is responsible for establishing and supervising systems and processes for insuring that the internal infrastructure of the organization develops, increases in capacity, operates in an effective manner and maximizes the use of resources available.
