Dr. James M. Halley currently is a self employed educational, management and financial consultant. He served as the Superintendent of Schools in North Kingstown, Rhode Island, from July, 1995 through May, 2007.
Dr. Halley was previously employed by the Department of Defense Dependent School system since the fall of 1973. He has served as a social studies teacher and department chairperson at Frankfurt American High School, as principal of Delmenhorst Elementary School, as assistant principal at Kaiserslautern American High School, and as the principal of Aschaffenburg Elementary/Junior High School. He served as district superintendent of the DoDDS schools on Okinawa from December 1988 to June 1995. Prior to joining DoDDS, he completed four and one half years of military service with the U.S.Navy. He has also taught at Oyster River Middle School in Durham, New Hampshire.
Dr. Halley is a graduate of the State College in Bridgewater, Massachusetts, where he received a B.S. Ed., with majors in History and English. He studied Colonial American History at the graduate level at the University of New Hampshire, and completed his Masters and Doctorate in educational administration with the University of Southern California. His dissertation deals with employer-employee relations. He has published in The School Administrator, and has delivered presentations at national conventions for the National Association of Gifted Children, the American Association of School Administrators, and the National School Boards Association.
Dr. Halley is an active member of the American Association of School Administrators, the National School Boards Association, the Association for the Supervision of Curriculum Development, and Phi Delta Kappa and their local affiliates. He served as President of the Okinawa chapter of PDK. He is a past president of the Federal Managers’ Association. He is a past president of the Rhode Island Association of School Administrators, past chair of the Southern Rhode Island Regional Collaborative Committee and past co-chair of the North East Superintendents’ Leadership Council. He has served as an officer and member of the board of directors of RINET, the West Bay YMCA and the North Kingstown Chamber of Commerce Board. He served as a board member of the Narragansett Council of Boy Scouts of America. He served as a board member of the European Congress of American Parents, Teachers and Students from 1976 to 1988, and is a past president of that organization. He is a founder of the Pacific Congress of American Parents, Teachers and Students and has served as a consultant to the National PTA Board of Directors. He served as a member of the Okinawa Board of Directors for both the West Pacific Girl Scouts and the Far East Boy Scouts.
Dr. Halley was named as Educator of the Year by both the European Congress of Parents, Teachers and Students and the European Chapter of Phi Delta Kappa in 1986. In 1988, he was selected as one of the fifty-seven Distinguished Principals in American Education by the U.S. Department of Education. Aschaffenburg American School was also selected for recognition in the Elementary School Recognition Program for schools of excellence. In 2007, Dr. Halley was selected as the Rhode Island Superintendent of the Year by AASA. North Kingstown High School was selected for silver recognition by U.S. News and World Report. Kathy Mellor, a North Kingstown teacher, was selected as national Teacher of the Year in 2005.
Dr. Halley has been married to the former Joan Plummer since June 1967.
